A Free Captain is a pirate who has been granted a Shackles Letter of Marque by the Hurricane King. Most Free Captains control one or more vessels (although it is not technically a requirement), and a number of them serve as local leaders of Shackles settlements.

Notable Free Captains

  • Alahandra Boisich, captain of the Cloudbuster's Dream, operates an elaborate salving operation out of Chalk Harbor.
  • Arronax Endymion, captain of the Tyrannous, is an exile from Cheliax who oversees Hell Harbor.
  • Avimar Sorrinash, captain of the Blood Moon, is a brute of a man who runs Ollo.
  • Hardluck Massey rules Pex, without a ship.
  • Halvas Grudd, captain of the Scylla, fights his former lover Wide Olga for control of Oyster Cay.
  • Jolis Raffles, captain of the Chains of Freedom, is the aging lord of Slipcove.
  • Master of the Gales, captain of the Kraken, is the enigmatic ruler of Drenchport.
  • Maxevale Janis, captain of the Motaku Maiden, rules Rapier Bay with a clenched fist.
  • Nisia Gbele, captain of the Bloody Cudgel, has managed to hold control of Vilelock mostly as a result of her barbaric unpredictibility.
  • Tessa Fairwind, captain of the Luck of the Draw, is one of the most influential Free Captains in the Shackles, and has a reputation for fairness.
