Waterdeep:Dagult Neverember

Dagult Neverember became Open Lord of Waterdeep in 1468 DR. He was the richest man in the city, and under his guidance the city began to thrive after years of neglect. However, he also implemented unpopular acts, such as making certain noble titles available for purchase, or a flat tax on all citizens.
Neverwinter
A year after becoming Open Lord of Waterdeep, Neverember began the "New Neverwinter" movement to restore Waterdeep's neighbor to the north, which had been severely damaged by Mount Hotenow in 1451 DR. Neverember declared himself "Lord Protector of Neverwinter", and the general understanding was that this was a stewardship role, and that he would step down should any heir to the Alagondar line of Neverwintian kings come forward. By 1479 DR, Neverember had cemented himself as a linchpin of Neverwinter's stability.
Neverember increasingly began to spend his time in Neverwinter, leaving the day-to-day of running Waterdeep to his trusted lieutenants.
Ousting from Waterdeep
During his tenure as Open Lord, Neverember took advantage of several opportunities to enrich himself and to further his goals in Neverwinter at Waterdeep's expense. His most egregious abuse of power was embezzling half a million dragons from Waterdeep's coffers. This came to light in 1489 DR, when the Masked Lords replaced Neverember with Laeral Silverhand as Open Lord.
The embezzled dragons are located somewhere within the city, but nobody knows where Neverember has hidden them, and everybody wants a piece.
