A select few Free Captains are invited to join the Pirate Council. The Council votes on administrative issues of the Shackles under the leadership of the Hurricane King and, where applicable, they carry out the King's orders.

Council Chambers

The hall that the Pirate Council meets in has a long table with 33 chairs. Kerdak Bonefist sits at one end, and the chair at the far end opposite him remains empty: it is reserved for the goddess Besmara, should she deign to sit in on a Council session. (She has not ever done so.)

Food and alcohol are served in quantity during a Pirate Council session. The fine quality of the meal acts as something of a bribe to get the members to show up. Typically, the meeting will begin a half hour before the food is served, and ends half an hour after the meal is finished.
