The Stellar Pioneering Society is a civilian organization from Earth devoted to exploring and colonizing the universe. Without access to any form of faster than light travel, they resorted to von Neumann probes to distribute a select few minds across the cosmos.

The mission

Each instance of Forerunner sets up an expedition team and works with them to establish a colony. Once the colony is stable, that Forerunner loads up a new probe with new and/or updated neuro imprints, to spread out into the stars once again.

The handbook

All applicants to the neuro imprinting procedure were required to pass an exam on the contents of a handbook detailing the rules that SPS members are required to abide by, how the power structure of the burgeoning colony functioned, the limits and duties of Forerunner, etc.

(OOC: Feel free to ask if there is something your character should know that you might expect to be covered in the handbook. While characters haven't necessarily memorized the handbook cover to cover, it's expected that they are very familiar with its contents.)

Compensation

Why would someone wish to join the Stellar Pioneering Society? After all, the "you" who studied and took the exam and had their neuro imprint recorded won't get to see alien worlds themselves.

Beyond the chance at a form of immortality, the SPS also partnered with many other governments and organizations such as universities and the ISMU to offer monetary incentives to successful applicants. For example, an ISMU marine whose imprint was accepted by the SPS would earn additional pay equivalent to a full rank's promotion, without any increase in duties. Money is a powerful motivator for some people.
